January 29, 2025 / ABC KVUE

With school districts across Texas struggling to recruit teachers, Hays CISD's Chief Human Resources Officer Christina Courson is thinking about the "long game," knowing the district needs to keep pace with hiring staff.

The district's hope is now coming in the form of Upward Communities, a Central Texas-based developer.

What's the Cost of Teacher Turnover?

According to Learning Policy Institute, high teacher turnover undermines student achievement, and replacing teachers consumes valuable staff time and resources. The research used to create the teacher turnover calculator indicates that larger districts can, on average, spend nearly $25,000 on replacing a departing teacher when school and district expenses related to separation, recruitment, hiring, and training are factored in. High turnover can have additional fiscal impacts, as the investments made for hiring do not pay their full dividend when teachers leave within a few years.

FAQ

Review some common questions from employers

How does an Upward community support recruitment and retention?

Upward offers stable, affordable long-term rental housing near work with predictable rents, giving employees the security to plan ahead and employers a stronger foundation for retention.

What makes Upward different from other workforce housing approaches?

Unlike traditional workforce housing that relies on lotteries and income bands, Upward is purposely built to serve your employees and give you full flexibility. Communities are privately financed, allowing programs to move forward without waiting on grant funding.

Who provides the land?

Upward can either purchase land locally or work with employers that have surplus or underutilized land.

Does the employer need to manage the housing?

Upward works with the employer to set program guidelines and then handles all day-to-day leasing, maintenance, and operations of the community.

How does an Upward community remain budget-neutral for employers?

Communities are structured so operating expenses of the community are supported by resident rents.
